LIGTAS PHILIPPINES was founded as Youth Task Force Ligtas last August 2018. This was founded by then-Airman Scout Ken Boltiador as as an initiative of keeping the community safe. The Youth Task Force was originally imagined as a Youth Network of Emergency Responders, consisting of Junior Emergency Responders and youth who have the individual capacity to serve as Emergency Responders. This started in parishes and communities in Mandaue City which then led to the sustainable protection of the community, of letting the youth play a big role in keeping their community safe.

Because of the COVID-19 pandemic, most of the face-to-face operations of the Youth Task Force Ligtas were stood down due to the threat of the COVID-19 pandemic. With this regard, the initiative continued its projects at a limited scale such as Oplan Pag-Asa, a project in giving out food and morale support to our frontliners.

Today, the LIGTAS Initiative's flagship project, the LIGTAS App, was in operation since its launch last July 21, 2021. This was in line with the Initiative's commitment to keeping the community safe. The initiative also introduced its #SaveALife Webinar Series, an educational webinar series for community and personal safety, which was launched with the first webinar series on Fire Safety and Prevention, as co-hosted by E-Scouting PH and the BSP - Cebu Council.
