Ken Isaac Boltiador was born in Cebu City, Philippines on July 28, 2003. He finished his Basic Education in Sacred Heart School-Ateneo de Cebu, graduating with high academic honors. He is currently pursuing an Economics Major program at the University of San Carlos. A lumad Cebuano, he is also conversational in English, Tagalog, and Chinese Mandarin.

Serving in the Grade School Student Council during his elementary years, he continued his life of service to the community. He joined the Boy Scouts Unit of his alma mater and served as the Unit Commander of the said unit. He is also an Eagle Scout, an Ave Maria Cross Awardee, a Scout of the World Awardee, and one of the Ten Outstanding Boy Scouts of the Philippines 2021. He is also a Wood Badge holder under the Boy Scouts of the Philippines. One of his most recent involvements with the Scouting Movement was his contribution as one of the authors of the Humanitarian Action Policy of the Boy Scouts of the Philippines. He believes that the Boy Scout Movement was the one that instilled a sense of responsibility within himself for the community.

His service track record does not end with the Scout Movement. He is also a volunteer emergency responder under REAVO Cebu, having served with the organization since 2018.

On August 2018, he saw the need of youth involvement in the nation's disaster response and resiliency initiatives, as he saw the potential of the youth to become more participative in making their own local and national communities a safer and disaster-free place to live in. He founded the Youth Task Force Ligtas, which aimed to create youth responders in different communities in Cebu through capacity-building, and providing them opportunities to serve. During the COVID-19 pandemic, he transformed Youth Task Force Ligtas by providing digital solutions to lifesaving such as an easy-to-use emergency services directory, of which he founded the Ligtas At Your Fingertips project, of which the LIGTAS App was its flagship project. At the height of the spread of the Delta Variant of COVID-19 on August 2021, he engaged on another project, Breath of Life, which aimed to provide oxygen tanks to far-flung communities in Cebu Province that don't have easy access to refillable oxygen tanks as part of their COVID-19 response. These community safety initiatives now form under the umbrella initiative which is now known as the Ligtas Philippines Initiative. 

Aside from his community works, Boltiador has also engaged in entrpreneurial initiatives. He is currently the Assistant Manager of RJC Shooting Range Corporation.
